SaaS LMS vendors price by monthly plan, by active learner or by a mix, and most publish plans that start at tens of dollars a month for a single creator and rise to custom enterprise contracts; we have left their numbers out because plan structures change often and should be checked on each vendor's page. The pattern to remember is that licence costs scale with learners, while a custom build scales with features. Moodle itself is free; the cost is hosting, upgrades, security and the plugins or custom code that make it fit.

A middle path is common: keep the platform you have and add the one piece it cannot do. SCORM deserves a note because it is often requested and often unnecessary. If your content is authored in tools like Articulate or Captivate and must run across several platforms, you need a SCORM player. If you author inside your own LMS, xAPI statements to a Learning Record Store give better data with less legacy. Decide this in discovery; adding a SCORM player later is a project in itself.

Video is the running cost that surprises course businesses. A library of 500 hours of lessons is 30,000 minutes; at Mux's list price that is about $90 a month to store, and delivery beyond the free allowance is small per minute but adds up with thousands of learners. Compressing lessons sensibly and avoiding autoplay keep it in check.

What drives LMS development cost

  • Content types. Video and quizzes are standard; interactive exercises, simulations, coding sandboxes or speech scoring are custom work.
  • Assessment rigour. Timed proctored exams with question banks and anti-cheating measures cost many times more than lesson-end quizzes.
  • Standards. SCORM players and xAPI record stores add weeks and testing against real packages.
  • Audience. Selling to organisations means multi-tenancy, SSO and per-organisation reporting; selling to individuals means payments, marketing pages and mobile.
  • Accessibility. Education buyers often require WCAG 2.1 AA, which is cheaper to build in from the start than to retrofit.
  • Mobile. A native or Flutter app with offline lessons roughly doubles the front-end work compared with a responsive web app.

How to reduce LMS development cost

  3. Use a video API rather than building transcoding and streaming.
  4. Skip SCORM unless you must import third-party packages; use xAPI for your own content.
