For UK companies
Software development company for the UK: outsourcing software development to a senior team in Pakistan
We build web, mobile and AI products for UK start-ups and SMBs from Lahore and Sialkot. London's morning is our afternoon, so stand-ups and reviews happen live. This page covers the UK-specific questions: international transfers under UK GDPR, IR35, pricing in pounds and how the overlap works when the clocks change.

Short answer
Innovation Insight is a software development company in Pakistan that UK businesses can outsource to: senior engineers at $25 to $49 an hour, MVPs $15k to $45k, and 9:00 to 14:00 London overlap every day. Pakistan has no UK adequacy decision, so personal data transfers use the ICO's IDTA or the UK Addendum with a transfer risk assessment. Off-payroll rules apply only where a UK tax or NICs liability arises, which is rarely the case for our Pakistan-based employees.

Why a separate UK page
Our European page covers EU clients: GDPR, EUR invoicing and SEPA. The UK left that framework, and three things now differ enough to matter when you outsource: international transfers run under UK GDPR with the ICO's own contracts, IR35 is a question UK finance teams always ask, and budgets are set in pounds. The delivery model is the same one we use for every client.
We should be clear on one point. We do not yet have a UK client among our published case studies, so this page cites work for US, Canadian and Australian clients that shows the same engineering. Ask us for references under NDA and we will connect you with clients in comparable situations.
What we build for UK companies
| What you need | What we deliver | Closest evidence |
|---|---|---|
| SaaS product | Multi-tenant architecture, subscription billing, usage limits, admin console | Edge OCR: a MongoDB database per organisation and four Stripe plans |
| Platform rebuild | Replace a legacy system in slices while the business keeps trading | Paint Nite: eight services, legacy sync, zero-downtime search changes |
| AI on documents | Retrieval, extraction and evaluation over long documents | GovDoc AI: 50+ data points per contract |
| UX redesign and integration | Journey audit, component library, staged rollouts without downtime | Vonza |
| Mobile app | React Native or Flutter with a backend and store releases | LogFish |
| Extra engineers | Senior developers inside your team | See IT staff augmentation |
Time zones: London overlap through the year
Pakistan is UTC+5 with no daylight saving; our core hours are 9:00 to 19:00 PKT. The UK moves between GMT and BST, so the gap is four hours in summer and five in winter. Either way, 9:00 to 14:00 in London falls inside our standard day, and afternoon cover is available on request.
| Period | London time zone | Hours behind Lahore | 9:00 to 14:00 London is, in Lahore |
|---|---|---|---|
| Late March to late October | BST, UTC+1 | 4 | 13:00 to 18:00 |
| Late October to late March | GMT, UTC+0 | 5 | 14:00 to 19:00 |
The clocks go back on 25 October 2026. From then until March, your 14:00 is the end of our core day, so a squad that needs to cover your full afternoon works a later shift, agreed at kickoff rather than discovered in November. Edinburgh, Manchester and Belfast have the same offset as London.
How we work across the time difference
- Stand-up at 9:30 London time, in your Slack or Teams, with the morning ahead of us in Lahore to work on what you decide.
- A written end-of-day note by 14:00 your time: what shipped, what is blocked, what needs your decision before tomorrow.
- Pull requests reviewed within one working day, preview deployments for every change.
- Two-week sprints with a live demo inside the shared hours and a recording for anyone who missed it.
- Decisions recorded in your Confluence or Notion, so the afternoon is not lost to waiting.
UK GDPR: transfers to a country without adequacy
The ICO defines a restricted transfer as a transfer of personal information to a separate organisation outside the UK. Pakistan does not have UK adequacy regulations, so when our engineers handle personal data from your systems, the transfer needs an appropriate safeguard. The two standard options are the ICO's International Data Transfer Agreement (IDTA) and the International Data Transfer Addendum to the EU Standard Contractual Clauses, both in force since 21 March 2022.
| Option | When it fits | What it involves |
|---|---|---|
| IDTA | UK-only data flows, or a client that prefers a standalone UK contract | One agreement covering the transfer, with tables describing the data, parties and security measures |
| UK Addendum to EU SCCs | You also have EU data and already use the EU Standard Contractual Clauses | The Addendum attached to the SCCs so one set of clauses covers both regimes |
| Transfer risk assessment | Required before relying on either | An assessment of whether protection stays at the required standard in Pakistan; the Data (Use and Access) Act now calls this a data protection test |
We support your assessment with a written description of data flows, our access controls and the security measures in place, and we sign the IDTA or the Addendum alongside a UK GDPR Article 28 processing agreement. The design choices reduce what needs assessing: production data in your own cloud account in a UK region such as AWS eu-west-2 (London), masked data for development, named and time-limited production access with MFA and audit logs, and deletion at the end of the engagement. This is general information, not legal advice; the ICO's TRA guidance was last updated on 15 January 2026.
IR35 and off-payroll working
UK clients ask whether the off-payroll working rules apply when they contract an overseas company. HMRC's Employment Status Manual is the place to check, and we quote it rather than paraphrase loosely (checked October 2026).
- ESM10020 states that the off-payroll working rules "can only apply where a UK liability to tax and/or NICs arises". Our engineers are resident in Pakistan and do the work in Pakistan.
- ESM10003 sets out when the rules bite: the worker's intermediary must be, for example, a company in which the worker has a material interest, a partnership the worker belongs to, or an individual. Our engineers are salaried employees of Innovation Insight, not contractors supplying themselves through their own companies.
- You buy a defined service or a managed team from us under a contract, not the personal services of an individual.
On that basis the rules are unlikely to be engaged for a standard engagement with us. Two cases need a closer look: an engineer who travels to work in the UK for a period, which can create a UK tax liability, and staff augmentation where you direct an individual so closely that the arrangement looks like personal service. Your accountant should confirm the position for your contract.
Pounds, contracts and VAT
- We invoice in USD or EUR, monthly or per milestone. Most UK clients budget in GBP with a buffer for exchange-rate movement; our quoted prices do not change with the rate.
- Mutual NDA before any technical discussion, using your template or our mutual NDA template.
- A master agreement with a statement of work per project, or your own MSA. Governing law and liability are agreed case by case.
- Full IP assignment on payment, with repositories and cloud accounts in your name from day one.
- VAT on services bought from an overseas supplier is normally handled by the UK business under the reverse charge; your accountant will confirm the treatment.
What it costs, and how that compares with hiring in the UK
| What you are building | Our price | Typical timeline | Notes |
|---|---|---|---|
| Discovery and estimate | $3k to $8k | 1 to 2 weeks | Credited against the build if you go ahead |
| MVP: one platform, core flows, admin, payments | $15k to $45k | 8 to 14 weeks | Typical for a UK seed-stage MVP |
| Full product: web and mobile, integrations, roles, reporting | $50k to $150k+ | 4 to 9 months | Usually fixed price per milestone after discovery |
| Dedicated squad of three engineers | $11,000 to $15,000 per month | Ongoing, 30 days' notice | Delivery lead included at no extra charge |
| Individual engineer | $3,000 to $7,800 per month, or $25 to $49 per hour for seniors | Ongoing | Two-week free replacement if someone is not a fit |
| Support after launch | $1.5k to $8k per month | Monthly | Monitoring, updates, small changes and security patches |
For a local comparison we use a government figure. The Home Office's Skilled Worker going rate for SOC 2134, Programmers and software development professionals, is £54,700 a year, or £28.05 an hour on a 37.5-hour week (page updated 22 July 2025, checked October 2026). It is the salary a sponsored developer must be paid, not an agency rate. Add employer National Insurance, pension contributions, recruitment and equipment, and one mid-market hire costs well over £5,000 a month. A senior engineer from us costs $4,000 to $6,600 a month, all-in.
The difference is real, and it widens when you need a team rather than one person: a squad of three with a delivery lead costs $11,000 to $15,000 a month, with 30 days' notice to scale down. Our guide to outsourcing from the UK and the offshore team cost calculator work through the numbers for your case.
Engagement models
| Model | How it is priced | Best for | What you control |
|---|---|---|---|
| Discovery sprint | $3k to $8k, one to two weeks, credited against the build | Any new product or a rescue where the scope is unclear | Written scope, architecture note, clickable prototype and a fixed estimate you can take elsewhere |
| Fixed price | $15k to $45k for an MVP, $50k to $150k+ for a full product | A defined first release with a deadline | Scope, milestones and acceptance criteria agreed in a statement of work |
| Time and materials | $25 to $49 per hour, billed monthly with a budget cap | An evolving roadmap where priorities change every sprint | Backlog order, sprint goals and the monthly cap |
| Dedicated squad | $11,000 to $15,000 per month for three engineers | A product team that runs for a year or more | Team shape, roadmap, hiring approval and the delivery lead's priorities |
| Staff augmentation | $3,000 to $7,800 per engineer per month | Adding one or two engineers to your own team and process | Day-to-day direction; we handle employment, equipment and replacement |
How a first project runs
- A 30-minute call in your morning, and a written reply within one business day.
- Discovery ($3k to $8k, one to two weeks): scope, prototype, architecture, a data-flow description for your transfer risk assessment, and a fixed estimate.
- Meet and approve the engineers before they start.
- First working demo within 10 days of kickoff, then a demo every two weeks.
- Launch with an engineer reachable in UK hours, then a support retainer or a continuing squad.
If you also have EU operations, read the European page for GDPR and EUR invoicing. For the model itself, offshore software development explains how we run it and when you should keep the work onshore, and our security page lists the controls in detail.

Questions we get asked a lot.
How much does it cost to outsource software development from the UK?
With us, an MVP costs $15k to $45k, a full product $50k to $150k+, and a senior engineer $25 to $49 an hour or $4,000 to $6,600 a month. A squad of three costs $11,000 to $15,000 a month. Prices are in USD.
Does IR35 apply if we hire your developers?
HMRC's guidance says the off-payroll rules can only apply where a UK tax or NICs liability arises. Our engineers are Pakistan-resident employees working in Pakistan, so for a standard engagement the rules are unlikely to apply. Check with your accountant, especially if an engineer will work in the UK.
Can you sign the IDTA or the UK Addendum?
Yes. We sign the ICO's IDTA, or the UK Addendum alongside EU SCCs, with a UK GDPR processing agreement, and give you the data-flow and security details your transfer risk assessment needs.
What overlap do we get with London?
9:00 to 14:00 London time every working day, in both GMT and BST, with afternoon cover on request.
Do you have UK clients or a UK office?
No UK office, and no UK client among our published case studies yet. We contract from Pakistan and can share references for comparable US, Canadian and Australian work under NDA.
How is this different from your European page?
The delivery model is the same. The European page covers EU GDPR, SCCs and EUR invoicing; this page covers UK GDPR transfers, IR35 and budgeting in pounds.
