For Canadian companies
Software development company for Canada: senior engineers on Toronto and Vancouver hours
We build and run software for Canadian start-ups and SMBs from Lahore and Sialkot, on the same schedule we use for US clients: shared mornings with Toronto and Montreal, early mornings with Vancouver, and written handovers for the rest. Cross-border payments, Canadian tax paths and Quebec's transfer rules are part of the plan, not an afterthought.

Short answer
Innovation Insight is a software development company in Pakistan building for Canadian businesses. Senior engineers cost $25 to $49 an hour and MVPs $15k to $45k. We share 9:00 to 14:00 Eastern with Toronto and 6:00 to 11:00 Pacific with Vancouver. For Paint Nite, which runs events across the US and Canada, we built separate US and Canadian Stripe accounts and a Canadian tax path. Contracts cover PIPEDA accountability and Quebec Law 25 transfer assessments.

What we build for Canadian companies
Canadian clients often sell into the US as well, so the products we build for them usually have two of everything: two currencies, two tax regimes, two sets of privacy expectations. Our closest first-hand example is Paint Nite, which runs ticketed live events across the US and Canada. The table shows what we build and where the evidence is.
| What you need | What we deliver | Relevant work |
|---|---|---|
| Cross-border commerce | Separate payment accounts per country, CAD and USD pricing, country-specific tax paths, idempotent checkout | Paint Nite |
| Event and booking platforms | Inventory, checkout, search, operations tools, migration from a legacy system in slices | Paint Nite, event ticketing |
| Marketplace | Requests and proposals, vendor credits, notifications by SMS, email and in-app | Seek My Service |
| SaaS with tenant isolation | Database per tenant, subscription plans, usage limits, queue-based processing | Edge OCR |
| AI product | Generation, retrieval and transcription features with cost tracking per request | Chat Your History |
| Extra engineers | Senior developers inside your team and process | See dedicated development team |
Paint Nite: US and Canada on one platform
Paint Nite needed its booking, checkout and operations rebuilt without stopping a live business. Five of our engineers worked alongside the client's technical lead on a NestJS and Next.js platform of eight backend services behind one GraphQL gateway, migrating features in slices while sync services kept the old and new systems aligned.
- Separate Stripe accounts, API keys and webhook secrets for the US and Canada, so each country's money, refunds and disputes stay in the right account.
- A Canadian tax path in checkout beside the US per-state nexus rules, as one stage of a six-stage pipeline: quote, tax, tender, persist, emit, effects.
- An atomic order transaction with explicit compensation, idempotent payments and queued, retryable side effects.
- 754 automated test files run on every pull request.
If your product sells on both sides of the border, decide early whether you need one payment account or two. One account is simpler until refunds, payouts and tax reporting start to differ by country; splitting later means migrating customers and saved cards. Our payment gateway integration page covers the options.
Time zones: the same arithmetic as our US clients
Pakistan is UTC+5 all year. Canada uses the same zones and daylight-saving dates as the US, so we run Canadian projects on the schedule published on our US page. To share your morning, North American squads work a shifted day that runs into the Lahore evening: 9:00 Eastern is 18:00 in Lahore in summer and 19:00 in winter.
| Your city | Time zone | Shared hours (your time) | Lahore time in summer |
|---|---|---|---|
| Toronto, Ottawa, Montreal | Eastern, UTC-4/-5 | 9:00 to 14:00 ET, plus async cover until your evening | 18:00 to 23:00 |
| Halifax | Atlantic, UTC-3/-4 | 10:00 to 15:00 AT | 18:00 to 23:00 |
| Calgary, Edmonton | Mountain, UTC-6/-7 | 7:00 to 12:00 MT | 18:00 to 23:00 |
| Vancouver, Victoria | Pacific, UTC-7/-8 | 6:00 to 11:00 PT, or a dedicated late shift on request | 18:00 to 23:00 |
How we work across the time difference
- Stand-up at the start of your day in Toronto, or at 9:00 Pacific on the late shift for Vancouver teams, in your Slack or Teams.
- Your afternoon is our night, so every afternoon question goes into a written decision log and gets an answer before your next stand-up.
- Pull requests reviewed within one working day, with preview deployments so your team can test without us on the call.
- Two-week sprints with a live demo inside the shared window and a recording for anyone who missed it.
- Launch weeks staffed so an engineer is reachable during your business hours.
PIPEDA, Quebec Law 25 and cross-border processing
Under PIPEDA, the Office of the Privacy Commissioner treats a transfer to a third party for processing as a use, not a disclosure, so no new consent is needed when the data is used for its original purpose. You remain accountable for the information. The OPC's guidelines expect contractual or other means to give a comparable level of protection while the processor handles it, and transparency: tell people their data may be processed in another country and may be accessible to that country's courts and authorities.
Quebec is stricter. Since 22 September 2023, section 17 of Quebec's private-sector privacy act, as amended by Law 25, requires a privacy impact assessment before personal information is communicated outside Quebec or before you entrust someone outside Quebec with collecting, using or keeping it. The assessment weighs the sensitivity of the data, the purpose, the protection measures including contractual ones, and the legal regime where it will go. The transfer can proceed only if the information would receive adequate protection, and it must be covered by a written agreement.
| Requirement | Applies when | What we provide |
|---|---|---|
| Accountability and comparable protection (PIPEDA) | Any Canadian business sharing personal information with us for processing | Contract terms limiting use to your purposes, security controls, return or deletion at the end |
| Transparency (PIPEDA) | Data may be processed outside Canada | A plain description of where and how data is processed, for your privacy notice |
| Privacy impact assessment (Law 25, s. 17) | Personal information collected in Quebec leaves Quebec | Answers for your assessment: data flows, access controls, hosting regions and our security practices |
| Written agreement (Law 25) | The assessment allows the transfer | Contract clauses reflecting the measures your assessment requires |
In practice we keep production data in your own cloud account, usually in a Canadian region such as AWS ca-central-1, give engineers masked data by default, and grant time-limited, logged production access. Provincial health privacy laws add their own rules if you handle health records. This is general information, not legal advice.
CAD, USD and contracts
- We invoice in USD, monthly or per milestone, by wire or card. Most Canadian clients budget in CAD with a buffer for exchange-rate movement; our quotes do not change with the exchange rate.
- Mutual NDA before any technical discussion, using your template or our mutual NDA template.
- A master agreement with a statement of work per project, or your own MSA. Governing law and liability clauses are reviewed case by case.
- Full IP assignment on payment, with repositories and cloud accounts in your name from day one.
What it costs, and how that compares with hiring in Canada
| What you are building | Our price | Typical timeline | Notes |
|---|---|---|---|
| Discovery and estimate | $3k to $8k | 1 to 2 weeks | Credited against the build if you go ahead |
| MVP: one platform, core flows, admin, payments | $15k to $45k | 8 to 14 weeks | Typical for a Canadian seed-stage MVP |
| Full product: web and mobile, integrations, roles, reporting | $50k to $150k+ | 4 to 9 months | Usually fixed price per milestone after discovery |
| Dedicated squad of three engineers | $11,000 to $15,000 per month | Ongoing, 30 days' notice | Delivery lead included at no extra charge |
| Individual engineer | $3,000 to $7,800 per month, or $25 to $49 per hour for seniors | Ongoing | Two-week free replacement if someone is not a fit |
| Support after launch | $1.5k to $8k per month | Monthly | Monitoring, updates, small changes and security patches |
For the local comparison we use the Government of Canada's Job Bank (checked October 2026). For Software Design Engineers (NOC 21231), the median hourly wage is C$56.49 nationally, C$56.73 in Ontario, C$62.50 in British Columbia and C$53.60 in Quebec, from 2023 to 2024 data updated in November 2025. At 0.70 to 0.75 US dollars per Canadian dollar, the national median is about US$40 to US$42 an hour in wages alone, before CPP, EI, benefits, vacation and recruiting.
Our senior rate is $25 to $49 an hour, all-in. The honest reading: at the top of our band we are close to a median Canadian salary per hour, and the real difference is in what the rate covers. You pay nothing for recruiting, benefits or idle time, engineers join within 5 to 10 business days, and a squad of three with a delivery lead costs $11,000 to $15,000 a month. Our app development cost in Canada guide breaks budgets down by app type.
Engagement models
| Model | How it is priced | Best for | What you control |

| Fixed price | $15k to $45k for an MVP, $50k to $150k+ for a full product | A defined first release with a deadline | Scope, milestones and acceptance criteria agreed in a statement of work |
| Time and materials | $25 to $49 per hour, billed monthly with a budget cap | An evolving roadmap where priorities change every sprint | Backlog order, sprint goals and the monthly cap |
| Dedicated squad | $11,000 to $15,000 per month for three engineers | A product team that runs for a year or more | Team shape, roadmap, hiring approval and the delivery lead's priorities |
| Staff augmentation | $3,000 to $7,800 per engineer per month | Adding one or two engineers to your own team and process | Day-to-day direction; we handle employment, equipment and replacement |
How a first project runs
- A 30-minute call in your morning, and a written reply within one business day.
- Discovery ($3k to $8k, one to two weeks): scope, prototype, architecture, data-flow notes for your PIPEDA or Law 25 review, and a fixed estimate.
- Meet and approve the engineers before they start.
- First working demo within 10 days of kickoff, then a demo every two weeks.
- Launch with an engineer reachable in your hours, then a support retainer or a continuing squad.

Questions we get asked a lot.
How much does it cost to work with a software development company from Canada?
With us, an MVP costs $15k to $45k, a full product $50k to $150k+, and a senior engineer $25 to $49 an hour. A dedicated squad of three costs $11,000 to $15,000 a month. Prices are in USD.
Do you have a Canadian office or entity?
No. We contract from Pakistan, with offices in Lahore and Sialkot, and work Canadian hours as described on this page.
What overlap do we get with Toronto and Vancouver?
9:00 to 14:00 Eastern for Toronto and Montreal, and 6:00 to 11:00 Pacific for Vancouver, or a dedicated late shift on request. The rest of the day is covered by written handovers.
Can you help with a Quebec Law 25 privacy impact assessment?
We cannot do the assessment for you, but we provide what it needs: data flows, hosting regions, access controls and security practices, and we sign a written agreement reflecting the measures it requires.
Can you invoice in CAD?
We invoice in USD. Budget in CAD with a buffer for exchange-rate changes; our quoted prices are fixed in USD.
Have you built for Canadian customers before?
Yes. For Paint Nite, which runs events across the US and Canada, we built separate US and Canadian Stripe accounts and a Canadian tax path in a rebuilt checkout.
