App Development Cost in Canada (2026): Local Wages, Agency Rates and Offshore Prices
App development cost in Canada in 2026: Job Bank wages, Clutch agency rates, offshore prices for SaaS, fitness and delivery apps, SR&ED and PIPEDA.

Short answer
An app costs $20k to $36k (USD) for a SaaS MVP, $23k to $42k for a fitness app MVP and $45k to $82k for a DoorDash-style delivery MVP with a senior offshore team such as Innovation Insight. In Canada, Job Bank puts the median software developer wage at C$48.08 an hour, and Canadian studios on Clutch mostly declare $50 to $149 an hour. Offshore work generally does not qualify for SR&ED credits, so factor that into the comparison.
App development cost in Canada: three typical builds
These figures come straight from presets in our app development cost calculator, so they match what you see there. They are in US dollars, the currency our rates are published in.
| App | MVP cost (USD) | MVP timeline | Full product (USD) | Same MVP at a US-rate agency |
|---|---|---|---|---|
| B2B SaaS web app | $20k to $36k | 9 to 17 weeks | $39k to $72k | $70k to $190k |
| Fitness and workout app (iOS and Android) | $23k to $42k | 10 to 18 weeks | $46k to $84k | $82k to $222k |
| Food delivery app like DoorDash | $45k to $82k | 12 to 22 weeks | $103k to $189k | $160k to $433k |
What Canadian developers and studios cost
Job Bank, the Government of Canada's labour market service, publishes wages by occupation from the Statistics Canada Labour Force Survey. For software developers and programmers (NOC 21232), the figures updated on 19 November 2025 (reference period 2023 to 2024) are below. They are employee wages, not agency rates.
| Region | Low (C$/hour) | Median (C$/hour) | High (C$/hour) | Median as annual salary (37.5 h/week) |
|---|---|---|---|---|
| Canada | 30.00 | 48.08 | 76.92 | About C$93,800 |
| Ontario | 30.29 | 48.08 | 77.40 | About C$93,800 |
| British Columbia | 31.25 | 52.40 | 84.13 | About C$102,200 |
| Quebec | 29.00 | 45.67 | 68.13 | About C$89,100 |
| Alberta | 29.81 | 48.08 | 76.92 | About C$93,800 |
Employers add CPP and EI contributions, provincial payroll levies in some provinces, health benefits (Job Bank reports that 94.8 percent of workers in this occupation receive at least one non-wage benefit), equipment and recruiting. Senior developers in Toronto and Vancouver sit near the high end of the range, not the median.
Agencies charge more than wages because they carry the overhead. On Clutch's Canada app developer directory (checked October 2026), the Canadian-headquartered studios on the first page mostly declare $50 to $99 or $100 to $149 an hour, with specialist mobile studios at $150 to $300. Clutch bands are in US dollars.
| Route | Hourly cost | A 1,900-hour delivery MVP at that rate |
|---|---|---|
| Canadian studio, mid-market | $100 to $149 (USD) | $190k to $283k |
| Canadian studio, smaller | $50 to $99 (USD) | $95k to $188k |
| Innovation Insight, senior engineers | $25 to $49 (USD) | $45k to $82k as estimated by the calculator |
SR&ED: why the tax credit changes the comparison
Canadian companies often compare offshore quotes against a local cost that is partly refunded by the Scientific Research and Experimental Development (SR&ED) programme. That refund matters, and it mostly does not travel offshore. CRA guidance says SR&ED has to be carried on in Canada to qualify; contract payments for work done outside Canada are generally not eligible expenditures. The one exception in CRA's Salary or Wages Policy is narrow: salary for an employee who is resident in Canada and does SR&ED work abroad in direct support of Canadian SR&ED, capped at 10 percent of total Canadian SR&ED salary. Contractors, including offshore agencies, are not covered by it.
- If most of your build is routine product engineering (screens, CRUD, integrations), it probably would not qualify for SR&ED anyway, so the offshore saving stands.
- If you have a genuine technological uncertainty (a new algorithm, an unusual performance problem), keep that work with Canadian employees and claim it, and give the rest of the build to an offshore team.
- Keep records of who did what, where. CRA asks for them on review.
This is a summary, not tax advice; an SR&ED consultant or accountant should look at your case before you rely on it.
PIPEDA, Quebec Law 25 and offshore access
PIPEDA allows a business to transfer personal information to a service provider in another country for processing, but the business stays accountable for it. The Office of the Privacy Commissioner's guidelines for processing personal data across borders expect a contract that gives comparable protection and transparency with customers that their data may be processed abroad. Quebec's Law 25 goes further: before communicating personal information outside Quebec, a business must carry out a privacy impact assessment.
| Control | Why it matters for PIPEDA or Law 25 |
|---|---|
| Production hosted in a Canadian cloud region (AWS ca-central-1, Azure Canada Central) | Keeps data at rest in Canada; offshore access becomes the only transfer to assess |
| Developers work on anonymised or synthetic data | Most of the team never handles personal information |
| Named engineers with logged production access | Shows accountability and limits the transfer to what is needed |
| Privacy notice mentions processing outside Canada | Transparency expected by the OPC guidelines |
| Privacy impact assessment for Quebec users | Required by Law 25 before data leaves Quebec |
Our work for a Canadian business
Paint Nite runs ticketed live events across the US and Canada. We rebuilt its booking, checkout and operations platform as eight NestJS services behind a GraphQL gateway, with separate Stripe accounts, keys and webhook secrets for the US and Canada and a Canadian tax path in checkout. The team was five engineers alongside Paint Nite's own technical lead, and features migrated from the legacy system in slices. Our Canada page covers overlap with Eastern and Pacific time, and the same 9:00 to 14:00 Eastern window we offer US East Coast clients on our US page.
How to compare quotes
- Get a calculator range first so every quote has a reference point.
- Ask for hours by component and rate by seniority, not one blended number.
- Work out how much of the build might qualify for SR&ED with your accountant, and compare net cost, not gross.
- Check overlap hours in writing, especially for Vancouver teams.
- For larger builds, pay for a discovery phase ($3k to $8k with us) before fixing a price.

In-house team vs offshore: a year of a small team
Many Canadian founders compare an offshore quote with hiring their own developers. Using the Job Bank median of C$48.08 an hour, a developer at 37.5 hours a week earns about C$93,800 a year; senior developers in Toronto and Vancouver earn well above the median, so C$110,000 to C$140,000 is a more realistic planning figure for experienced hires. Employer costs (CPP, EI, benefits, equipment, recruiting) come on top.
| Team of three for 12 months | Approximate cost | Notes |
|---|---|---|
| Three developers at the Job Bank median | About C$281,000 in wages | Before employer contributions, benefits, equipment and recruiting |
| Three senior developers in Toronto or Vancouver | C$330,000 to C$420,000 in wages | Our planning range above the median; check current offers |
| Offshore squad of three with us | $11,000 to $15,000 (USD) a month | Includes a delivery lead, equipment, HR and replacement |
If part of the work would qualify for SR&ED, subtract the expected credit from the in-house column before comparing. For most product builds the offshore route still costs less, but the gap narrows, and for genuinely experimental R&D a Canadian employee may come out ahead after the credit.
Time overlap for Canadian teams
| City | Time zone | Shared window with our team |
|---|---|---|
| Toronto, Montreal, Ottawa | Eastern (UTC-4/-5) | 9:00 to 14:00 local, the same as our US East Coast commitment |
| Halifax | Atlantic (UTC-3/-4) | 10:00 to 15:00 local |
| Calgary, Edmonton | Mountain (UTC-6/-7) | 7:00 to 12:00 local |
| Vancouver | Pacific (UTC-7/-8) | 6:00 to 11:00 local, or a dedicated late shift on request |
