App Development Cost in Australia (2026): Local Rates vs Offshore Prices
App development cost in Australia in 2026: local salaries and rates, offshore prices for fitness, SaaS and delivery apps, GST and APP 8.

Short answer
An app in Australia costs $20k to $36k (USD) for a SaaS MVP, $23k to $42k for a fitness app MVP and $45k to $82k for a DoorDash-style delivery MVP when built by a senior offshore team such as Innovation Insight. Local studios cost more: Australian software developers average about A$135,000 a year (Hays, 2026), and Australian freelance seniors charge a median of $62 an hour on Lemon.io. GST-registered businesses usually pay no GST on imported development services.
App development cost in Australia: three typical builds
The table below uses three presets from our app development cost calculator, so every figure matches what the calculator shows. Costs are in US dollars, which is how our rates are published. Timelines assume a senior team working Australian-friendly hours.
| App | MVP cost (USD) | MVP timeline | Full product (USD) | Same MVP at a US-rate agency |
|---|---|---|---|---|
| B2B SaaS web app | $20k to $36k | 9 to 17 weeks | $39k to $72k | $70k to $190k |
| Fitness and workout app (iOS and Android) | $23k to $42k | 10 to 18 weeks | $46k to $84k | $82k to $222k |
| Food delivery app like DoorDash (customer, courier, merchant, admin) | $45k to $82k | 12 to 22 weeks | $103k to $189k | $160k to $433k |
What the same work costs locally
There is no single published rate card for Australian agencies, so we triangulate from three public sources, all checked in October 2026.
| Source | What it shows | What it means for a build |
|---|---|---|
| Hays Tech Talent Explorer, reported by ACS Information Age (May 2026) | Software developers in Australia are paid an average of A$135,000 a year | A five-person in-house team costs over A$750,000 a year in salaries alone, before superannuation |
| Jobs and Skills Australia, software and applications programmers (ABS data, May 2025) | Median full-time weekly earnings of A$2,537, about A$132,000 a year | Confirms the Hays figure from government data |
| Lemon.io rate calculator, Australia (Q3 2026, 1,304 active contracts) | Median contract rate of $42 an hour mid-level, $62 senior, $72 for 8+ years (the page does not state the currency) | Freelance senior contractors land near $500 a day before any agency margin |
| Clutch, Australia developer directory | First-page firms declare bands from under $25 to $300 an hour: in our count, 10 at $50 to $99 and six at $100 or more | The cheap bands are often offshore firms selling into Australia, so read the location, not just the rate |
A practical rule from these numbers: a local studio at A$150 to A$200 an hour charges several times our senior rate of $25 to $49 (USD), and the gap on a delivery-app MVP of roughly 1,900 hours runs into hundreds of thousands of dollars. That gap pays for real overhead in Australia (salaries, super, payroll tax, Sydney or Melbourne rent), so it is not padding. The question is whether you need what it buys: in-person workshops, an onshore team for a government buyer, or a vendor who carries Australian professional indemnity insurance.
Where the money goes in an Australian app
- Design and discovery: 10 to 15 percent of the build. Discovery with us is a separate $3k to $8k engagement when the scope is still moving.
- Mobile front ends: iOS and Android from one Flutter or React Native codebase in most cases; native only when hardware or performance demands it.
- Backend, admin and integrations: Stripe or Tyro for payments, Australia Post or Sendle for shipping, Xero or MYOB for accounting, and Medicare or NDIS integrations for health and disability apps.
- Testing on devices: plan for real iPhones and Android phones across several OS versions, not just the latest simulator.
- Run costs after launch: hosting, third-party APIs and maintenance, typically $1.5k to $8k per month with us.
GST on development bought from overseas
The ATO's guidance for Australian businesses importing services is the part most founders get wrong in both directions. In short: if your business is registered for GST and buys development services from an overseas company for use in your business, the supplier does not charge you GST, provided you give them your ABN and confirm you are GST-registered. The reverse charge only applies where you would not be entitled to a full GST credit, for example if the purchase is partly private or relates to input-taxed supplies such as some financial services. Then you account for 10 percent GST yourself.
| Your situation | GST on our invoice | What you do |
|---|---|---|
| GST-registered business, app used to make taxable sales | None | Give the supplier your ABN and GST status; keep the invoice |
| GST-registered, but the app supports input-taxed supplies (some financial services) | None on the invoice | Check the reverse charge with your accountant; you may need to self-assess 10 percent |
| Not registered for GST (small startup under the threshold) | Generally none for a business purchase of this kind | Ask your accountant, especially if you plan to register soon |
We are not tax advisers and this is a summary, not advice. It is still worth checking before you compare quotes, because a local agency's price includes 10 percent GST that a registered business claims back, while an overseas supplier's price normally carries no GST at all.
Privacy Act: APP 8 and offshore developers
If your app collects personal information and your developers can access it from overseas, Australian Privacy Principle 8 applies to that cross-border disclosure. Under APP 8 you must take reasonable steps to ensure the overseas recipient does not breach the APPs, and in many cases you remain accountable for what they do with the data. The OAIC's APP guidelines (chapter 8) explain the options. In practice that means a contract clause binding the vendor to the APPs, production data hosted in an Australian AWS or Azure region, developers working on de-identified data, and production access limited to named people with logging. Health and NDIS apps carry extra obligations, so plan for them in discovery rather than at launch.
Our Australian work
Our Australian client is CareFlair, a commission-free marketplace that connects NDIS participants with independent support workers and registered providers. We designed and built it end to end on the MERN stack, with geospatial search on MongoDB 2dsphere indexes, real-time messaging on Socket.io, role-based access for participants, workers, providers and admins, and NDIS Worker Screening Check verification workflows. It took 16 weeks to store release and is live at careflair.com.au. Our Australia page explains how we work with Australian teams, and hiring developers in Australia vs offshore compares the cost of building an in-house team.
How to get a reliable quote
- Write a one-page brief: users, the one journey that matters most, integrations, and launch date.
- Get a calculator range first so you can sanity-check every quote you receive.
- Ask each vendor for hours by component and rate by seniority, not a single number.
- Confirm overlap hours with your time zone in writing; Perth is easier than Sydney for teams in South Asia.
- Pay for a short discovery before committing to a fixed price on anything larger than an MVP.
Mistakes we see in Australian app budgets
- Comparing a GST-inclusive local quote with a GST-free overseas quote without adjusting. A registered business claims the local GST back, so compare both ex-GST.
- Budgeting only for the build. App Store and Google Play fees, hosting, SMS, maps and email APIs, monitoring and maintenance continue every month after launch.
- Leaving privacy to the end. Hosting region, data minimisation and APP 8 contract terms are cheap to decide in discovery and expensive to retrofit.
- Building both apps natively by default. One Flutter or React Native codebase usually halves the mobile front-end effort; native is worth it for heavy hardware or graphics work.
- Fixing a price before the scope is fixed. A paid discovery gives you a scope the price can be held to.
A worked example: a fitness app for an Australian studio chain
Say a studio group with locations in Sydney and Brisbane wants an iOS and Android app for class booking, memberships and workout tracking, plus an admin for staff. The fitness preset (accounts, social login, uploads, notifications, subscriptions, analytics and an admin) estimates $23k to $42k (USD) and 10 to 18 weeks for the MVP. At a local studio charging A$150 to A$200 an hour, the same hours cost several times that. The studio group's real decisions are elsewhere: whether bookings sync with its existing studio software, whether payments run through Stripe or the incumbent provider, and whether member health data is collected at all. Each of those changes the estimate more than the choice of vendor location. Read fitness app features and tech stack for the feature list we start from.

How much does it cost to build an app in Australia?
With a senior offshore team, about $20k to $36k (USD) for a SaaS MVP, $23k to $42k for a fitness app MVP and $45k to $82k for a delivery app MVP. Local studios typically charge several times more per hour.
Do I pay GST on app development from an overseas company?
Usually not, if your business is GST-registered and the app is used to make taxable sales: give the supplier your ABN. The reverse charge applies if you could not claim a full GST credit. Check with your accountant.
Can an offshore team build an NDIS or health app?
Yes, with the right controls: Australian data hosting, de-identified development data, APP 8 contract terms and audited production access. We built CareFlair, an NDIS marketplace, this way.
How long does an app take to build?
A SaaS MVP takes 9 to 17 weeks, a fitness app MVP 10 to 18 weeks and a delivery MVP 12 to 22 weeks with a senior team.
