Short answer

An AI document processing tool costs about $18k to $33k to build as an MVP and $39k to $72k as a full product with a senior offshore team, taking 9 to 16 weeks for the MVP. Running costs are per page: about $1.50 per 1,000 pages for plain OCR, $10 to $50 per 1,000 for form and layout models on AWS, Azure or Google, and from under $1 to about $13 per 1,000 for LLM extraction, depending on the model.

Two costs: building it and running it

A document processing system has a one-off build cost (upload, extraction pipeline, review screen, admin, integrations) and a running cost that grows with every page: OCR and model fees, storage, and the human time spent checking flagged fields. Founders tend to ask about the first and get surprised by the second, so this guide prices both, using our calculator for the build and the vendors' own price lists, checked in October 2026, for the pages.

What the MVP includes

The preset is a web app with a clean, simple design, which is what most internal and B2B document tools need. The team for the MVP is 1 senior full-stack engineer, an AI engineer, a designer (part-time), QA and a delivery lead. It includes:

  • User accounts and roles for uploaders, reviewers and admins.
  • File uploads, including bulk upload and direct-to-storage transfer for large files.
  • Document scanning and extraction: OCR plus field extraction into your schema for the first document types.
  • Search and filters across processed documents and extracted values.
  • An admin panel for document types, users and failed jobs.
  • Dashboards and reports: volume, straight-through rate, review backlog.
  • Two third-party integrations, typically the OCR or model provider and one destination system such as accounting software or a CRM.

AWS Textract, Detect Document Text$1.50 (first 1M pages), $0.60 afterPlain text and positions
AWS Textract, Analyze Document: Tables$15 (first 1M), $10 afterLayout included free with Tables
AWS Textract, Analyze Document: Forms$50 (first 1M), $40 afterKey-value pairs
AWS Textract, Queries$15 (first 1M)Ask for named fields in plain language
AWS Textract, Analyze Expense$10 (first 1M), $8 afterInvoices and receipts
Azure AI Document Intelligence, Read$1.50 (first 1M), $0.60 after500 free pages a month on the free tier
Azure AI Document Intelligence, Layout and prebuilt models$10Invoice, receipt, ID, tax forms, contracts
Azure AI Document Intelligence, custom extraction$30Plus $3 an hour for training
Google Document AI, Enterprise Document OCR$1.50 (1,000 to 5M pages), $0.60 afterFirst 1,000 pages a month free
Google Document AI, Layout Parser$10Includes chunking
Google Document AI, Form Parser and Custom Extractor$30 (first 1M), $20 afterCustom processors also bill $0.05 an hour for hosting

Sources: AWS Textract pricing (US West Oregon rates shown), Azure AI Document Intelligence pricing (East US, from the Azure retail prices API) and Google Document AI pricing, all checked October 2026. Google's own example: one custom processor version deployed for a year costs $438 in hosting alone.

LLM extraction cost per page

LLMs charge per token, not per page, so the cost depends on how much of each page you send and how long the answer is. Anthropic's documentation says a PDF page typically uses 1,500 to 3,000 text tokens, and when you send the page as an image it is also billed as image tokens: a 1,000 by 1,000 pixel image is 1,296 tokens on Claude. For a worked example, assume about 4,000 input tokens per page (page text, page image and a cached instruction prompt) and 500 output tokens of JSON.

Model (list price per million tokens, checked October 2026)InputOutputCost per pagePer 1,000 pages
Claude Sonnet 5.5$2$10about $0.013about $13
Claude Sonnet 5.5 through the Batch API (50 percent off)$1$5about $0.0065about $6.50
Gemini 2.5 Flash$0.30$2.50about $0.0025about $2.50
Claude Haiku 5.5 (prompts up to 100K tokens)$0.10$0.50about $0.00065about $0.65

Sources: Claude pricing, Claude PDF support and Gemini API pricing, checked October 2026. Gemini counts image tokens differently from Claude, so treat cross-model comparisons as a starting point and measure token counts on your own pages. Sending only the OCR text, without the image, cuts input tokens roughly in half but loses the model's view of layout, checkboxes and signatures.

Worked example: 10,000 and 100,000 pages a month

Approach10,000 pages a month100,000 pages a month
Plain OCR only (Textract Detect Text or Azure Read)$15$150
Google Enterprise OCR (first 1,000 pages free)$13.50$148.50
Azure prebuilt invoice or layout model$100$1,000
Textract Forms$500$5,000
Google Custom Extractor or Azure custom extraction$300$3,000
Hybrid: plain OCR plus Gemini 2.5 Flash extractionabout $40about $400
Hybrid: plain OCR plus Claude Sonnet 5.5 extractionabout $145about $1,450
Hybrid with Sonnet 5.5 through the Batch APIabout $80about $800

Model fees are rarely the biggest line. Human review usually is. If 10 percent of pages need a person for one minute each, 100,000 pages a month means 10,000 minutes, or about 167 hours of review: roughly one full-time reviewer. Raising the straight-through rate from 90 to 95 percent halves that, which is worth far more than switching to a cheaper model. That is why we spend build budget on validation rules and the review screen before chasing the last percentage point of extraction.

Costs that are easy to forget

  • Re-processing: when you change the model or prompt, you may want to re-run months of documents. Storing OCR output means you only pay for the extraction step again.
  • Retries and failures: timeouts and rate limits cause repeat calls; idempotent jobs stop them becoming duplicate charges or duplicate exports.
  • Custom model hosting and training: Google bills custom processors per hour of hosting; Azure bills training at $3 an hour.
  • Storage and egress: original files, page images and OCR JSON for every page, kept for your retention period.
  • Golden set upkeep: someone has to key correct values for new document types and check the regression run after each change.
  • Maintenance: provider APIs and models change; a support retainer runs $1.5k to $8k per month. See what it costs to run an app.

What we have built

Edge OCR is a multi-tenant document processing SaaS we built and still develop: OCR on AWS Lambda with template-based and free-form extraction, AWS Bedrock for document understanding, a three-queue Redis pipeline with a dead-letter queue, a dedicated MongoDB database per organisation and four Stripe plans with scan limits, overage purchases and rollover. GovDoc AI reads government RFPs, SOWs and contracts with a RAG pipeline on AWS Bedrock and extracts 50+ data points per contract, with a free instant tier and a paid deep-analysis tier; a deep analysis of a large contract typically takes 2 to 4 minutes.

For the pipeline design itself, read our intelligent document processing guide. For long contracts, see AI contract analysis software and RAG development cost. Our AI document processing service page explains how we run these projects, and pricing lists our rates.

How much does AI document processing cost to build?

About $18k to $33k for an MVP web app with upload, OCR and extraction, search, admin and two integrations, taking 9 to 16 weeks with a senior offshore team. A full product with more document types and integrations runs about $39k to $72k.

What does OCR cost per page?

Plain OCR costs about $1.50 per 1,000 pages on AWS Textract, Azure AI Document Intelligence Read and Google Enterprise Document OCR, falling to $0.60 at high volume (list prices checked October 2026). Form, table and custom extraction models cost $10 to $50 per 1,000 pages.

Is LLM extraction cheaper than Textract or Azure prebuilt models?

Often, yes. A fast model such as Gemini 2.5 Flash or Claude Haiku 5.5 costs a few dollars or less per 1,000 pages, below Textract Forms at $50. A larger model such as Claude Sonnet 5.5 costs about $13 per 1,000 pages at list price, or half that through the Batch API.

What is the biggest running cost of a document processing system?

Usually human review, not model fees. If one page in ten needs a minute of checking, 100,000 pages a month means about 167 hours of review, roughly one full-time reviewer. Better validation and a faster review screen save more than a cheaper model.

Can you add document extraction to our existing app?

Yes. Adding extraction, validation and a review step to an existing product falls in our AI feature band of $8k to $60k, depending on document types and integrations.
