Short answer

Custom software development costs about $15k to $45k for an MVP, $50k to $150k+ for a full multi-role product and $80k to $200k+ for a regulated platform, with a senior offshore team at $25 to $49 an hour. A customer portal MVP typically lands at $19k to $35k, an internal operations tool at $17k to $32k and a B2B SaaS MVP at $20k to $36k. US agencies charge three to five times more for the same scope.

Three worked examples

Customer portal

Customers log in to see orders, documents and invoices, upload files, pay and get notifications; staff manage it through an admin panel connected to two back-office systems. An MVP costs about $19k to $35k over 9 to 17 weeks. Open the portal setup in the calculator.

Customer portal MVP$19k to $35k9 to 17 weeks$67k to $183k
Full customer portal$38k to $71k11 to 21 weeks$137k to $371k

Internal operations tool

A tool that replaces spreadsheets for an operations team: records, search, file uploads, approvals by notification, reports, and three integrations with existing systems, on a clean UI kit. An MVP costs about $17k to $32k over 8 to 15 weeks. Open the internal tool setup.

B2B SaaS product

A multi-tenant SaaS with sign-up, social login, subscriptions, notifications, an admin console, dashboards and search, built for GDPR. An MVP costs about $20k to $36k over 9 to 17 weeks. Our SaaS development cost guide goes deeper. Open the SaaS setup.

What drives the cost of custom software

  1. Workflows and roles: each type of user and each end-to-end workflow is a slice of design, code and testing.
  2. Integrations: ERPs, CRMs, accounting tools and legacy databases, often the least predictable part.
  3. Data migration: moving and cleaning years of spreadsheet or legacy data takes real time.
  4. Compliance: HIPAA, SOC 2, PCI DSS or GDPR add 15 to 25 percent for controls, logging and documentation.
  5. Platforms: web only is cheapest; mobile apps add cost per feature.
  6. Change: requirements that move during the build cost more than requirements settled in discovery.

Custom vs off-the-shelf: a three-year view

Off-the-shelf software is cheaper to start and right for standard processes. The comparison changes over three years when licences are priced per seat, when you pay for several tools plus the manual work of moving data between them, or when the software cannot follow the process that makes your business different. Add up three years of licences, integrations and staff time spent on workarounds, then compare with the build cost plus maintenance at 15 to 20 percent a year. Many companies land on a mix: off-the-shelf for accounting, HR and email, custom for the customer-facing or operational core.

Offshore, onshore or in-house

Most of the difference between quotes is the hourly rate. US agencies charge $100 to $200 an hour for senior engineers; our senior-led teams bill $25 to $49. Our software development rates by country report compares markets, and the offshore team cost calculator compares a dedicated team with US in-house salaries using BLS data.

Costs people forget

  • Maintenance after launch, typically 15 to 20 percent of the build each year; see our app maintenance cost guide.
  • Hosting and third-party services such as email, maps, payments and AI models.
  • Your own team's time for decisions, testing and training users.
  • Data migration and cleanup if you are replacing an existing system.

How to control the budget

  1. Start with discovery ($3k to $8k, credited against the build) to get a fixed estimate.
  2. Ship one workflow to real users before adding the next.
  3. Buy commodity features: authentication, payments, email and analytics.
  4. Keep code, cloud accounts and repositories in your name from day one.

How much does a customer portal cost?

A customer portal MVP with accounts, documents, payments and two integrations typically costs $19k to $35k over 9 to 17 weeks.

Is custom software cheaper than off-the-shelf?

Not up front. It pays off when your workflow is what makes your business different, when you are stitching several tools together, or when per-seat licences cost more each year than building would.

How long does custom software take?

Eight to fourteen weeks for most MVPs after discovery, and four to eight months for a full product.

Who owns the code?

You do. IP is assigned in the contract and repositories live in your organisation from the first commit.
